The only clear thing in this pic is the Indy pagoda.

Could that be the hideous 4WD car called 'Pat Clancy Special' and raced by Billy DeVore in 1948 ?

Like I said, I am not sure who it is exactly, but the car, a 6 wheeled Kurtis-Offy appeared twice @ Indy. Billy Devore drove it to 12th in 1948, and Jackie Holmes dnf'd in 22nd in 1949.
