My research indicates Harkey drove #28 in the '73 500, pic shows #76, is it a car that did not qualify ?

He did, but you know how it was then for a veteran journeyman such as Harkey. Someone might get in two or three cars over the course of a month. Harkey was entered in the #76 Webster car, and Bentley Warren also drove it that month. He qualified the #28 Lindsay Hopkins car on the last day, which was entered as Mel Kenyon's backup. The #76 didn't qualify of course, and it might not have even made an attempt, although I am not sure of that.
