Seriously though, I hear what you are saying, and I have heard it before, but teams would play FAR more aggressive if they knew they had to get it done. How many nations have teams that are better in penalties than they are on 11 on 11 play? Furthermore, most nations carry about 15 or 18 on a roster, substitute a few guys. Hell Marathoners run for 2. 5 hours, ...Footballers do it for 90 minutes, and half of that is not always at top speed, or is spent standing around for the obligatory acting as someone has gone down like he was shot when someone brushes his leg.
There is a lot to love about "football" but the watching a team win on penalties isn't one of them.
