Don't agree. The penalties must be in place because otherwise drivers tend to ignore the chicanes. As already pointed out the chicanes are not there for fun. They are safety features and as such they shall not be ignored. The whole story with chicanes can be taken more seriously than in WRC where the penalties are more or less random. It is possible to make a system like we have in our country. Here everybody understands why the system is in place and no penalty orgies happen.

I see Griebel has had a few Skoda R5 drives, is the Peugeot T16 208 R5 inherently slower on tarmac compared to the Skoda R5?

Yes, it is and even much more slower on gravel.
Griebel won ERC U28 with BRR Škoda last year and Wiegand nearly won ERC against Lappi several years back when he had Škoda Deutschland support. Now they are both more or less good locals who struggle to find money to drive.
Griebel won his first DRM rally on the 208! Well done.

Sachsen Rallye was canceled after a fatal accident in SS1. Günter Kai, driver of Clio R3T No.42 died in the accident and his co-driver Sebastian Walker was injured.

Fabian Kreim has become German Rally Champion 2019. Although he was disqualified in the last round this weekend, the 3-Stadte-Rallye.
Dinkel crashed out on the 7th stage. From the photos it looks like he is pretty deep into the trees, but Kreims onboard camera video showed clear trackmarks, a ripped of bumper next to road, and some bushes laying on the road. This was enough indication to stop to check if crew was OK, or not, so this lead to Kreims disqualification.
Kreim could keep his powerstage points, what finally crownd him champion, with 1 point lead to Gassner who eventually won the event.
The Dinkel crash was a big off for sure!

22. Internationale ADMV Lausitz Rallye is going to be held in eastern Germany on November 1-2. It's a round of Central Rally Trophy, Schotter Cup (Gravel Cup) and ADMV Rallye Meisterschaft. I saw this rally many times and can tell you that it's a nice laid back event in "interesting" landscapes :)
