Anyway, you mentioned that in Jordan rally Power Stage customers were nearly 12 seconds slower.

I quess that Kuipers was just driving very slowly to get the points in the bag. When you look at his driving.. very bad braking 2,3,4 times before each corner and accelerating. He was clearly nervous.
Villagra and Qassimi were just taking it easy.
Ostberg did a lots of mistakes on final stage. In one place he even went off into the ditch but managed to get back on the road again. He lost in this place around 4-5 seconds. He had many more mistakes. So, it is hard to compare his time with top cars.
Henning was fully committed but he did also at least two small mistakes on the final part. Once he went really wide in a hairpin and second time he went completely sideways and hit a big rock (where most of the cars were almost straight). So, I can assume that he lost approximately 5-6seconds on those two places. But the other 6-7 seconds can be other driving (on the first part of the stage) mistakes or different engine mapping indeed.
