Citroen's test C3 WRC had already been in the wars after Meeke's team-mate Craig Breen dropped it the day before, damaging a rear quarter.

I have made that conclusion given his recent form.
He started last year brilliantly with only some rocks taking out the suspension twice hampering progress but still, he was consistent and fast. Portugal and Finland proved that.
After that he started making mistakes again and now he does them regularly :(
Like someone said back in 2015, it gives you a lot of gray hairs being a fan of Meeke.
"I ran a little bit wide, dropped into a ditch and rolled. That's it.
"Otherwise, the day had gone well and we'd made good progress.
"I'm happy with the running we did and with our preparations for the event.
"If it had have happened earlier in the day, we'd have been back on our wheels and running in no time.
"This is why we go testing, these things can happen."

He got a pressure on his shoulders, he a leading driver of WRTeam, in this case he try too much and overrun limit too often, but pre-event tests done special for that to find a grip level and find a own "red line". Small off in pre-event test it's normal. And better it was happen before the rally.
It's called testing folks! Testing is where you find limits.

Toyota and Jarimatti tested today in Finland
Can Toyota test as much as they want in Finland as that's where they are based? Or is there still a restriction on the number of days?

Toyota can drive as much as they want in Jyväskylä area of central Finnland. Other places in Europe they can test 55days/year.
I think testing possibility in Finnland is advantage for team
