I had this discussion with a friend recently who pointed out that the FIA have now changed the rule, but only for world championship events, so that the nationality matches the passport. Particularly so that the flag next to the driver's name on the car looks right. Why they didn't do it for all international events is anyone's guess.
Problem still remains that you can hold more than one passport and, separately, some smaller countries are not affiliated to the FIA anyway, as it's too expensive for the amateur clubs involved and the motorsport they organise is not entirely (or at all in some cases) controlled by the FIA.Quote:

So, sorry rally history statisticians, as we have said before on here, you will never have wholly reliable data in that respect.
It is not up to the FIA to verify the nationality of a competitor, the onus relies on the event organiser to check at documentation. Currently licences are checked and the nationality verified that way on international events. Presumably you are also expected to produce a passport at signing-on at world championship events.
Regarding former colonies, historically the RAC was the ASN for the British Empire and as nations like Canada, Australia &c developed their own motorsport organisations the RAC ceeded its control in those nations. The MSA as the successor to the RAC is still the ASN for any of the bits of Empire left over that haven't sorted out their own governing body. Under the FIA rules as they stand your friend can use his flag on national events, should use a Union Flag on internationals but, depending on his passport, might be able to use his Antigua & Barbuda flag on world championship events.
Incidentally I've never seen anyone query the use of a Welsh dragon or Saltire on a rally car but I can't see how their use would be covered on an international event as Wales & Scotland neither issue passports or competition licences!
Was writing about F1 -where the FIA are wholly responsible for administration of Superlicences, not National bodies or event organisers. Any "grandfather" rights of MSA for remaining colonies cannot cover Independent nations. No one has ever asked me for a passport at signing on for World Championship events, leave alone other Internationals! The recent fuss over Belgians Stefaan Stouf and Jorris Errard registering for the British Historic Championship was not really resolved properly, just fudged, and I'm not convinced the solution is compliant with the regs, however much everyone wants them here. I also object to Welsh, Scottish and English flags on cars - it's as much an abuse as the attempt to make all EU National events automatically open to all National EU licence holders was. NEAFP is another fudge that bought off then FIA with the fee payable...
Back to topic - we've covered it before on here - historians must accept they will never get a perfectly accurate record of true nationality from event entry lists/results.
Agreed - all you will ever be able to ascertain is the nationality that was published on the enty list or results at the time - which may or may not have been correct!
