On the short clip shown from Suninen's onboard before Neuville started showed quite big paddles on the road. It's also raining constantly on their windscreens. Could be more water on the road by the time Latvala and Tänak come through...

Here's a Finnish interview with Kalle Rovanperä, saying he broke a damper on SS4 and thinks he doesn't have a chance against VW's or Kopecky today as he hasn't really driven before on wet tarmac.
Don't know how different WRC tyres are compared to R5 but this year on Barum Pave Dresler told me that Michelin rain tyre needs really a lot of water on the road to be the choice. Otherwise it's safer but slower than softs.
No big gaps on the splits for the drivers after Suninen.
