Rules don't allow more runs for those who attend qualification. That means he can only do three runs through shakedown route.
The only possible explanation is that Škoda doesn't give s.h.i.t. about the result of said duo. It's either because they fully concentrate on R5 or because they expect "privateer" Loix to beat the two official crews anyway.
My guess is that they they know Loix will be faster (don't forget Loix is the main Škoda test driver) and actually if a "privateer" manage to win on their "outdated S2000" it could help to sell the last remaining cars. It's a kind of risk to stake all on one card, sure...
My feeling on the Skoda situation is that to win this years title was not the aim, but if it comes by accident then it's a bonus.
I guess they didn't expect the 208 to be so problematic..
