That's correct Pucky, it's kind of a maximum time for not completing the stage correctly.
After first two stages in Rally Valle d'Aosta Italy:

After first stage in Criterium Jurassien in Switserland, it is Hotz who is in the lead in his Pug S2000, before Galli (C2 S1600) at 6" and Heintz (Sub Impreza Gr.N) at 8". :D ;) :D
In Austria after two stages of the Bosch Super Plus Rallye, Raimund Baumschlager is in the lead but with gaps of less than 3s in front of Beppo Harrach and Andreas Waldherr :)
