Only 13 WRC cars so far yes.
There was 14 in Poland and Finland 2017 (5 Ford, 3, Citroën, 3 Hyundai, 3 Toyota)
My mistake, I skimmed over the news about Ostberg and thought it was about a wrc drive not R5.

According to this Finnish website (consider it as a reliable source) the fifth Finn driving the latest WRC machinery will be good old Janne Tuohino. Mikko Markkula will codrive and the car is 2017-spec Fiesta.
edit. So my pure speculation was quite close after all. Instead of Hänninen/Markkula it will be a reunion of Tuohino and Markkula, who drove together in 2005.
Is this reunion that big of a deal? If they're paying I get it, but its certainly not a great marketing move if Toyota is paying. Gronholm makes perfect sense. Maybe add Harri as the fifth car or even Katsuta and throw on some Pirellis for the guy ;)

Oh man, Rally Sweden 2019 entrylist is an absolute bombshell. :D Could be greatest rally in years, hoping that the cold weather and snow stays as well.
