new head and didnt thay change the pepole tuning the motor

They made small cuts in the front spoiler - to increase tyre cooling. I remember it well - looked very odd IMO.

Ok, I'm behind on this thread. But anways, didn't the wheel arch rule change come up after it was discovered or revealed that BMW had been widening their wheel arches for years? Combined with the pit stop/tire change requirement, TOCA then allowed wheel arches to be widened?

I recall it sounded a lot like the Alfa/splitter/wing/rule change?
