The penalty is that they have to drop one place.
If one was 5 seconds ahead then the penalty would be 6 seconds, if one was two minutes ahead then the penalty is 2min 1 sec.
That is why it varies from event to event and situation to situation.

Next stage will be live on television and on WRC+, it is also the power stage later on. Looking forward to the images. Just came home after a party, so now i can follow the rest of the rally.;)
Ogier is taking this stage, Latvalla didn't have any splits in the car. Looks like in normal circumstances Ogier will bring it home.
Stage 17 will start in about 1 minute and live on TV, i mean the broadcast will start, stage will start a little bit later;)
Al Rajhi stopped in stage, very unfornute for him, he was leading quite long time in WRC2
This stage looks a bit more interesting than the one yesterday. I'm still not sure about Jon Desborough as a commentator...
At WRC+ it is Julian Porter cocomentating, talking about Meeke's penalty now
Unfortunally a lot of trees, so difficult to follow with helicopter images
Helicopter seems to have lost Atko in there, last part of stage is more open
Both front wings over the wheels were gone in the watersplash for Atko
Atko is safely trough the stage, images are nice but too much trees in there, so difficult to follow the car
Some onboards from Kubica, that is looking better;)
On-boards are good.
This is what happened Yazeed
Stick through the radiator, no idea how and where! All the water gone so it’s all over for @RallyAustralia 2014….

strange gaps between drivers: 3, 5, 4 ,3 min...
Neuville fastest sofar
Owhh, very tricky jump for Paddon, almost loosing it over there
Paddon just a fraction faster as teammate Neuville, let's see if it is enough to beat Ostberg on this one
Ostberg faster by 0,9 sec to Paddon
Mikkelsen just cruising, nothing to win i suppose
Meeke fastest now, beating Ostberg by 1,4 sec
What a crock. 1 minute penalty. Credibility of the sport is damaged by inconsistent penalties.
Latvalla is surely going for it
But is slower as Meeke at the end of stage
Untidy but spectacular from Latvala.
Ogier is slow at split!!!
Flying
Ogier trough in 5.29.7
So stagewin for Meeke
So if Meeke had done some proper cutting, finished the day 2sec faster, 0.5 in front of Mikkelsen, he would of only been penalised 1sec to drop him 1 place?!?
