Probably the amount of torque available in the "sweet spots", That kind of increse would probably go against the rules. Just what Toyota did before Finland.

For me there is difference between "talent" and "skill". "Talent" is what you have from the "start" of your career. Current "skill" is talent+driver development+experience.
Ogier is without a doubt more "skilled" than Neuville and has been for last 4-5 years.
But if we are comparing talent then by looking at first 2 years in WRC, Neuville and Ogier are quite comparable. On the other hand while currently Ogier and Tanak seem to be on similar (not same) skill level. I would never say Tanak had same "talent" from the start. With Neuville it's different, imo he had about same amount of "talent" as Ogier in his 1-2 seasons. Then he learned and developed slower than Ogier, but in the end now he is on similar level (not same).

@er88, 99% of what you wrote is what I call "skill" here, not talent and not much of the ability to develop.
Pretty much impossible to be true unless they chose a certain point on the power and torque curve where the increase is the highest and not the peaks (let's say they could reach +10% power at 3000 rpm and +2% at 6000 rpm but for better PR effect chose the first value). Even then it doesn't sound very realistic to me.
Engine upgrade would have to be listed in the homologations I guess. In the latest list on FIA site there is nothing after Spain:
