development is something that never stops, but the only thing that Latvala has that Mikkelsen doesn't is a finnish manager.

I always thought Latvala was a good mechanic and possibly best for the technical development.

Latvala started later into SS 2, but he is moving.

with so many road side repairs he has done on the cars he has recked being a better mechanic is almost certain, but there is no indication he can develop a car better than Mikkelsen.

And that is needed for what? Xsara WRC and C4 were developped mainly by Philippe Bugalski. Focus WRC 06 by Mark Higgins. Polo WRC by Dieter Depping etc.
