Yes, the function of ALS is to keep the turbo rotating at maximum speed when the throttle valve is closed. The larger the turbo, the higher inertia it has and the more it suffers from lagging. It means it takes more time to accelerate it to full speed and to deliver the maximum boost. The electric engine can add the torque which is missing without ALS during the initial acceleration. It removes the bang but it also removes the main source of fuel inefficiency, i.e. it is somewhat green while the car performance doesn't suffer.
