Because our contracts are not for hardware or even software but for an entire package, it is up to the contractor to decide what hardware we end up using. If the package doesn't work or ends up being unreliable its not our problem, the contract will have so many penalty clauses that we'll make a lot of the contract money back. I suspect IT in most institutions work on a similar basis.
