It looks like that. I checked Kabouter's list and he has 21 rounds (but not all indicated). The rule was: all WRC rallies and all ERC coefficient 4 plus 4 FIA recomended events and I can't find one more round.

No more than 5 WRC, 2 ERC coefficient 4 and 1 FIA Special rallies to count. If driver didn't participate in ERC round he loses highest WRC score. Drivers not taking part in WRC can keep their points and be classified in the FIA Cup.
point score system was: 9, 6, 4, 3, 2, 1 points for 1st down to 6th overall. Same rules were in 1977.

Unfortunately they are not really clear and there can be some small spelling mistakes as example with the codriver of Jan van der Marel, 11th overall. It must be Berkhof. Note that 'Didi' (3rd overall) is the father of Larry Cols.
