The car which taps Whincup is James Courtney (HRT #22) and the tap is really quite subtle.
As for the question if driving skills have fallen off, then you need to ask what the likely steps driver could have taken to avoid the accident. Cars came around that corner three wide and virtually blind.
Ingall drove into a spot which only 6 frames beforehand was completely empty. I wager that it is quite difficult to pull a car up to a stop in less than 0.24 of a second. Cars which were following behind at distances of inches had virtually nowhere to go.
