That's not the new livery (yet), it's an interim livery. The proper livery will be released later on.
I think he probably wanted to give Nicolas every chance - as he is a top co driver and they have/ had a great "working" relationship.

Yes it looks like that. I’m slightly surprised from Neuville side that he allowed the situation to go past the PET if that was the case.
