Please list these available young riders. Hilariously, Superbikeplanet suggested Kenny Noyes who ticks no boxes other than being a local.

Hopefully Hector can heal up soon. he's been mildly impressive in his MotoGP career, turning around his crasher ways and showing decent speed, at least to keep the factory Duc pilots honest.
