why was Alonso not penalized for not getting his car back to park ferma? Hamilton was earlier in the season

Was Hamilton's penalty for not getting the car back to park ferme, or for not having enough fuel remaining for post race testing?

Yep.

Cars are in parc fermé between the end of qualifying and the start of the race.
Once the race has started parc fermé is no longer in effect.

The regulation state that at a minimum of 1 litre of fuel must remain in the tank at all times for testing purposes.
Lewis was penalised because his car did not contain the minimum 1 litre.

No, he was punished for not returning to the pits. McLaren said that they had made a mistake and the car would have contained the 1 litre necessary if Hamilton had continued.

Hamilton was punished in Spain for not getting his car back to Parc Ferme at the end of qualifying for a fuel test. The race was over for Alonso so the rules are very different as this was a different session entirely.

Yes spot on, here's the rule:



6.6.2
Competitors must ensure that a one litre sample of fuel may be taken from the car at any time during the Event.
Except in cases of force majeure (accepted as such by the stewards of the meeting), if a sample of fuel is required after a practice session the car concerned must have first been driven back to the pits under its own power.
