See that a lot of quick drives with the CITROËN Saxo T4. What kind of car specs does this car have?
Is it mostly used in France?

It is specially made for the French gravel championship. Some years ago, there was even a Saxo T4 Cup there.

Saxo T4 is 4wd version of Saxo VTS, powered with 1,6 155bhp engine with 5 speed gearbox. Homologated only in France I think. It was surely awailable in tarmac spec also. From outside main difference was big rear spoiler. Those are basic infos I have, our french friends should add more.

but only as a zero car, in sezoens rallye for example in 2010.

Last year in Rallysprint van Moorslede he was there in the competition. And a zero car must be also homologated I thought :)

There is no rule about zero cars unless You have some national one (for some time we had a national rule that zero must not be a competition car) ;)
