I read on a German site that Lola has asked the FIA to enter F1 in 2014 with the 13th entry, which should still be available since USF1 didn't materialize.
Apparently, Lola's Business manager Robin Brundle, Martin's brother, was adamant about returning to F1

When do they learn? If they were to return, they'd need to hire a totally new design team which consisted of current F1 people and then there is the small matter of dough.

I heard that Andrea Moda is coming back with The Stig and Jacques Villeneuve as drivers.

(OK, the Jv bit is far fetched, I know.)

I've managed to get Cosworth engines and a chassis from the Banana Motor Co.

Bananas are really slippery and in the hot weather they totally GO OFF!!!

I would like to see a 13th team in F1 but it needs to be a solid and safe bid, if it ends up being another Mastercard Lola style effort it does nothing for F1

All hot air from that fool. I would love to see more teams in F1; especially with more engines and more people using Cosworth.

Cosworth are not up to the task, can't wish anyone a worse F1 engine right now.

If it works then good on them, but I imagine it's not a serious bid and they don't have any proper sponsors. They've also been rejected several times by the FIA now, including once when they decided not to give the 13th spot to anyone.
