Do you belong to a motorsport/ car club that has a rally focus ? i.e has club members who organise or participate in rallies.

What books and publications etc have you read about 'Getting started in motorsport' ?

e.g http://www.subiegal.com/faq/rallyfaq.html

Where abouts are you based?

Legacy and VR4's are what I consider the bebst starting point for rallying...and they are not slow. The VR4 we run years ago was easier to drive at speed than the Evo3, although heavier it was so much more direct and stable.
The Legacy is a good basic platform that most people here in NZ transplant Impreza running gear into. This could be an un-necesary expense as the Legacy product is pretty good. Not sure about a wagon, but hey;...if the front goes round the corner...the rear will follow!! (in some shape or form?)

If you're prepared to do an engine swap, the 6A12TT from the Galant VR-4 E84A, drops right into the engine bay of the Mitsubishi FTO which also used the 6A12.
The FTO is a better car for rallying because the kerb weight drops from 1430kg in the case of the VR-4 to about 1210kg for the FTO and you get a relatively bigger set of windows.

If you want something cheap as a first car, the Ford Laser Lynx makes a solid platform with a good weight distribution.
