Is there a way to resize pictures such that they don't take up bazillions of space on a forum page?

Windows Paint can be used to resize several formats. If you look at image attributes you can verify the original size, then edit the photo to scale it down to a suitable screen size.
I think often people link high resolution images without scaling them, thus the large display size.

Is it possible to resize images?
E.g. resize 1600x1200 image to 800x600
I've tried something like this but no success:

I post my (quality) pics to flickr, then imbed the link.
flickr seems to do a decent job of resizing automatically.

i use http://media.tinypic.com/
for image resize i use http://www.irfanview.com/
this is a good FREE viewer even has a plugin for free ocr

The objective is to resize images uploaded by others without the need to download/upload.
