Weeks before Dale Earnhardt's unfortunate (and preventable) demise Sir Jackie Steward made some prophetic comments

Is this why Dale E's drive in the 24 is practically off the historical record in official documentaries?

Eerie really, but the necessary changes have been made since.

Earnhart thought his open-face helmet was safer than a full face helmet because less weight would put less inertial force on his neck. I don't have a problem with a driver wearing an open face helmet provided:

1. It's a closed cockpit car.
2. A HANS Device (or equivalent) is used.

And after the deaths of Adam Petty, Kenny Irwin, and Tony Roper; finding faults in NASCAR's safety procedures was like shooting fish in a barrel.

This was when HANS was beginning to proliferate motorsports.

Dale famously called "that damned noose". They weren't mandated then. HANS was still in its infancy because they were so uncomfortable. It was only 04/05 when F1 drivers found them comfortable.

You mean, when they finally relented and started using them.

F1 mandated them 02/03. A lot of drivers found them uncomfortable to begin with using similar descriptions to Dale Sr. I seem to remember Ruben Barrichello wanting the option not wear the HANS device.
