how do we +rep?

In the blue bar above posters username, look to the far right for a 'weighing scales' symbol. That is how you gain access to the ability to + or - a users reputation.

You can even give a reason, I wonder if they get it?

They do get it in their user control panel. I've already given out too much rep for today so i have to wait another day.
