Where is the stewards role defined, and what do they have to guide them to do the right thing ?

It seems they rule different from rally to rally for the same offences, thats why I ask.

Rule is the same but what is different is how it is interpreted.

I couldn’t find anything about what the penalty is not using safety belts during SS.

The stewards can only rule on what is brought to them, and what they know.

If you are referring to the sugeestion that Elena drove without seat belts, then 1) it may just be a suggestion, and 2) the stewards may not be aware because the situation was not presented to them.

In the case of Sordo in Japan the stewards were asked , by Sordo, to rule on whether he was impeded by a car which may have been blocking the road. In viewing the incar it was possible to see that the seatbelts were off. If that matter had not been raised then the stewards would never have been aware, and/or able to take action.

I have read the decision of the stewards, and it is consistent with the circumstances for sordo in Japan

The point is that the stewards change from rally to rally. There is, I think, only one permanent steward (from India, of all places) but as judgement is based on a vote, non-permanent members can easily out-vote the "pro".

all previous decisions are available to the stewards.

The "permanent" steward resigned last year.

He was from India, but why "of all places"
