indy qualifying?

So around this time last year I wasn't into indycars at all so a lot of this stuff is new to me. So I am a big Graham fan and I saw that he got i a crash with JOhn Andretti but I am confused.

One, if Graham already qualified why is he still out there?

Two, if John was qualifying then again why was he out there because they qualify one at a time?

In between the qualifying attempts, if there is no one looking to qualify the track is opened back up for practice sessions so that people can continue to tune their cars. John was trying to see how fast he can go to move up through the qualifying order, and Graham was setting his car up for the race.
