Seven Pips???

Forgive me for going a little daft, but seeing as 2008 closed with the times of 23:59:58, 23:59:59 and 23:59:60 before 00:00:00, am I to assume that there would have been seven pips on the Great and Powerful BBC?

Surely with such a sacred thing as the pips, can they really fiddle with them? Oh BBC what hast thou done?
