Estonian rally speed rating

Guys, I know you have some sort of relative speed rating for Estonian championship, that calculates drivers ranking based on speed, and gives you fair rank of who's the fastest driver.
Can someone give me a link to see current rankings, because I can't find one, and maybe there's someone who can explain the formula/mechanism behind this particular system.
