I've been pleasantly surprised at the results by Rice and Bell this season. Even Milka has been OK on a couple tracks. Last season they were pretty much backmarkers just ahead of Roth, but now with Curry I'd rank them a solid tier 2 team up there with RLR and KV (not sure how to rank NHL, going to leave them first tier through half of next season). Wonder where this leaves Marty.

Rice has done ok this year but he has shown that with a better car he can win races even if it isn't the top team. He is 15th in points behind guys like Viso, RHR, and Manning all one car teams. So far the top teams are still TCG, Penske, and AGR are still the top teir. Depending on how many teirs you do will depend on where the other teams fall (and if you are looking at overall or just RC or ovals) but overall I would say RHR, KV, Vision, and HVM is the next teir (just on results this year I think next year NHL will be at least here). The third teir I would put D&R, NHL, A.J. Foyt, and Panther. The bottom teir which I count as guys who are very rarely near the front are Conquest, Roth, Coyne, and all the teams that are only racing partial schedules.
On the point of saying D&R is up their with RLR and KV (who have both won a race) D&R has one top 5 and 7 top 10s (over two cars) where RLR has five top 10s and the one top 5 (a win), the two KV cars has 7 top 10s (over 2 cars) and the win and two other top 5s.
Maybe with someone in the second car other the Duno by next year they could be better but this year they and still near the bottom of the pack most weeks with some high results with pit runs.
Roth is bleeding cash and its only a matter of time until that team folds.

I would like to point out that today at Nashville Buddy qualified row 6, next to Marco. Milka qualified row 8, next to Vitor. She qualified ahead 8 other drivers including Manning, Servia, Foyt, and Junquiera. If you actually watched her driving last season, you'd be stunned at qualifying that well. And while I still think she's a mediocre oval driver (and truly an amateur on road courses), she has been significantly more competitive this season. Finishing races in the top 20. And even some of her wrecks are not entirely her fault. I did not think the incident with Foyt was clearly her mistake. Large part of this is the equipment on her team getting better:

http://www.indycar.com/grid/When you have real sponsorship, your equipment gets better. Milka brought bucks and they are beginning to show. But anyone who watched practice would know her qualifying was no surprise. While those were her faster laps of the day, she was regularly in the same place in the speed charts in practice. Unlike many of her previous events, she even got up to speed quickly, and was consistent, even with other cars around. I never thought she was going to make it and was way over her head, but she has proven she is persistent, can learn, and is good enough to be there. Not a winner, but not a menace either.
I agree on the incident at the Glen. The video available isn't great, but it sure looks like someone up the chain backed off, creating an accordion effect, and the cars at the back got caught out - Milka and AJ. Actually, if AJ was in line, they may have missed each other and fans would have been talking about how Milka missed the Helmet, who was just in front of her.

I think Larry is a great addition to D&RR. Buddy impressed me so much today in the qualifying session. If the session was only one Round, Buddy would have been on Pole. Great job Buddy, Way To Go!
