In theory but reality of economics will be the final call. This was discussed in the mid 1970s as the Motor City was starting to lose its grip on things.
Always wait and see as without money few changes will come about.

At the press conf. both Tony George (in his usual less than exciting way) and Eric Berkman emphasized that they are focused on finding additional manufacturers besides Honda to provide competition. Clearly, Honda wants new competition in the series:

If Ford were to get back in it, that could give a much needed boost to Cosworth if Kevin Kalkhoven could make a new deal with the folks in Dearborn...
