Frank Perera.
As the "tranisition teams" get up to speed over the course of the season he will win a race or two. He'll be the top driver in the former cc teams.

I think Briscoe will surprise. He did well last year in Indy.

I think it will come from on of the ex CCWS teams. I think Bruno and Servia may suprise. Coyne is accustomed to operating on a shoe string and Servia has more oval experience than any of the other drivers coming over from CCWS. It probably won't be until at least mid way through the season when they get some track time, but both drivers are veterans and know how to stay out of trouble and bring a car home which will be very valueable to their teams.
I suspect the extra weight DP will be carrying this year will be very noticeable, very quickly.

Not sure if it would be a surprise, but I think Vitor can get a win this year. Maybe just wishful thinking.

My guess will be Bruno and Servia. I agree with nigelred. I'd bet Bruno is the first ex-CCWS driver to win an ICS race, and it will come on an oval.

I am going to take a bit of a negative approach - and say Marco Andretti - he is either going to sink or swim this year and either way it will be a surprise to a lot of supporter or detractors....
