There has been cases of early morning shakedown and the event starting properly in the afternoon, at least Finland 2011. But in general I'm opposed to the idea of shortening the events. It'd be better if all events had 2-4 proper stages on Thursday afternoons/evenings after shakedown in the morning.

With that shortening there would be like 1,75 days of rallying.

I think it would be stupid to think about cost cutting with so many nation willing to host wrc rallys with the actual format. Cost cutting should be an affair of national and village events.
