WRC due to speed.

Good question! IIRC, Bar codes of the tyres the cars left the service park with are given to the Scrutineers. In theory, Scrutineers can check the tyre bar codes before the start of any stage. They can also weigh the cars, then. If two spares are carried, one must be removed for weighing anyway, so I cant think which regulation would require you to always carry a second spare (but there probably is one!)

60.11 SPARE WHEELS
Cars may carry a maximum of two spare wheels.
Any complete wheel fitted on the car or installed inside the car during servicing must reach the next service
park or the next area where a tyre change is authorised. No complete wheel may be loaded on or taken off

Regulations say you need to come back with same tires and same amount of them you leave the service (or tire fitting zone). Of course always some "force majoure" possible.
