I don't quite share those high opinions about Monteiro as he was a bit slower than that now very lowly rated Albers.
I think we have a very good grid at the moment and it's even hard to say, who should definetely be in (it should mean that he is definetely better than some F1 drivers). Let's not talk about rookies - they'll get their chance sooner or later. Among those, who have already got a chance and aren't race nor test drivers now, I guess Speed and Doornbos may have most to offer.
For fun I'd like to see Alex Yoong back for a moment - wonder, how much would he lose now per lap? Considering his A1 drives I guess he is now better than back in 2002. :

Franck Montagny. I think if he could just get a seat with a major team, he'd be set for life.
Jeff and Robbie Gordon are just too old to transition to F1.
I think Justin Wilson was too soured by his time in F1 to want to come back. The same goes for Doornbos.
Aside from Ralf Schumacher, none of the names on the OP's list really scream "F1 driver" to me.
Marco Andretti. I'd like to see him win the Indy 500, then move to GP2, Champ Car, or test for a year before going to F1.
I think Danica Patrick is better on road courses than ovals. She says her bigggest problems are adjusting to heavy fuel loads and cold tires after pit stops. Neither of which would be a problem in F1.
Kyle Busch would be the most interesting American driver to see in F1. Because while he has a lot of personality and great car control, he's a major asshole.racing-reference.info/showblog?id=1785
