It is said in regulations that P1 and P2P crews are required to complete run 1 on shakedown to score points.

He did one run, but broke down. As long as the car is at the ceremonial start they are good to go, unless something has changed.

    From supplementary regulations:
"All P1 and P2P drivers will be required to complete their first passage of
Shakedown in order of Championship classification, and at an interval as
determined by the Organiser, in consultation with the FIA and WRC Promoter."

Surely there will be no penalty as he started and broke down. So force majeure

Rule should sounds like "P1 should start a shakedown". Cuz it's sound very weird and conclusions will be the same as 'SD tyres counting into rally tyres' => all just cruising in shakedown to comply this stupid rule.

he has some trouble after water-splash. Car didn't accelerate for some 10-15sec. He cruised by 50 kph. Same as Argentina? last year

They have 6 tyres for shakedown only now, only problem with starting in championship order like it was in Sweden is that they might not have time to do as many runs as they want. The most was 4 runs, some tried to do more but was sent back.

Never been any rule that you can't score points if you don't complete shakedown.
