    Yes , what they should do is take shakedown tyres out of the quota completely that would sort it .

    So, what's the reason for saving the tyres on shakedown? They can drive few stages using shakedown tyres, so thay have 7x4 permitted changes for less remainin stages? If so, then nothing is solved yet. As noted, they should simply not allow shakedown tyres to be used in proper stages.
