    This has nothing to do with FIA. It is about national ASN and national rules in each country.

    That doesn't need to be a problem. It's same here in CZ but Kruuda or Novikov both drove our events before they were 18 under some sort of exception.

    Not in WRC events. It was already discussed here in Finland that local ASN can´t give permission to WRC NesteRallyFinland. They need FIA permission. For ERC I don´t know.
