I think if Ferrari were to replace Kimi, Sainz is the most likely driver they would snap up. He would be first on my list.

I'm surprised that this is your recollection of the last couple of years. Do you remember Hamilton dominating the race last year and losing due to a terrible team decision? Do you remember previously Hamilton dominating all practice sessions and Rosberg "cleverly" denying Hamilton a qualifying run? Hamilton easily has Rosberg covered around Monaco. Rosberg has been very lucky indeed. Nothing to do with better pace.

Would it be better for Neuville (and Evans, I guess) to open the road on dry surface or with some mud? Normally in a gravel rally, the first on the road would hope for some rain to lower the sweeping...
