GIMP is for plebs who cannot afford expensive things so the obvious answer is YES.

Been using it as my only OS since 2005... And GIMP is great for some purposes. Photoshop is probably better for a professional but for amatures, nothing beats free and simple to use.
EDIT: And Stefan, it is, supposedly, possible to run Photoshop via wine.
