I wondered exactly that too - for the same reason. The drivers are allowed to be told about fuel targets, but direct instructions on how to drive including other drivers' sector times, gaps, tyres etc were supposed to be stopped.
I remember Rosberg's engineer told him the same thing in Sepang, so unless there's been a change since that time the 'driver coaching' should have been stopped according to the regs as far as I know. Perhaps it has been quietly permitted again, but there's been nothing in the reputable news outlets about it.

I think they get away with these examples on the basis of it being something to assist the reliability of the car, eg a tip to do something different to avoid overheating, rather than something to aid performance (it might aid that also though)
