The deadline for registrations was Friday the 22nd. The drivers and teams will be informed by March 8th if they've been accepted. Anything after March 8th may incur a 20% increase on the entry fee. Which explains why you always get the odd TBA popping up. Better to pay your £17k+VAT and register for entry now, then search for a driver in the time between late Feb and the start of April, rather than pay extra. If you're that confident of getting a driver anyway!

I wonder whether the Golf and Astra ought to count as one entry, given that the Astra is expected to take over from the Golf at some point, with another driver taking over the latter if the team can find one?

That is an oversight actually, yes. Should only be 25 announced entries as I really can't see AMD running the Golf alongside the Astra.

Which leaves just 6 possible slots left to be revealed (on the assumption all those listed did actually place entries, not ALWAYS the case). So 26 cars currently, at least a further two entries who are very likely to be there, doesn't leave much room for anyone else.
