This has nothing to do with a compression effect. They're just in the middle of the braking zone behind the hairpin, if you brake too late, you end up where they are standing... I still believe most of the photographers keep safety in mind, but you always have some who don't. Also this hairpin is a bit of a difficult situation if you want to take nice pictures...

South-Western European countries (Portugal, Spain, may be southern France) are known with these unwise spectators standing on dangerous places.

In this case, it's impossible a car running over the photographers. Maybe an accident after a brake failure could happen in the left bend before the junction, but never in that right junction. There are hundreds of bends more dangerous than that hairpin in every rally. If you know it, it's an obvious compression effect, as Fly_Half said. There are dozens of meters from the angle of the hairpin to the place where the photographers are standing (if you don't believe me you can see this last year's video: http://www.youtube.com/watch?v=G_IsDoSgve4).
Another point is talking about photographers who think that a media vest is a suit of armour or saying that spectators in the South of Europe are crazier than spectators in the North of Europe. These should be discussed in another thread.
There are better or worse rallies than this, but please don't throw biased information on a rally which at least work in security at the same level as the others of the Championship.

I agree the distance is quite a lot, but this indeed contradicts with all spectator safety bulletins should be spreaded at every Rally. At least at that place there should be barrier (even this is not safe enough, but that is another matter), which is not the case I believe. You probably have watched videos from 85/86's and see what I mean, now that was really crazy.
