In 2005 he won the Mexican 206 Cup, allowing him to participate in the Rally International de Bourgogne (France). Then, in 2007, he won the Mitsubishi Cup driving a Evo IX. He not only has competed at his country, besides he won the rally Tour of the Republic of Ecuador in 2008. Last was his best year, winning the last four rallyes (on tarmac) of the Mexican Championship, finishing it in the second place, despite of mechanical problems in several rallyes at the start of the Championship in his Evo X.
So he is reasonably talented. Strong sponsor as Telmex allow him to be in Mexico with the Mini. I can say that he deserves this oportunity, he is not a "0" Car like Nobre.
