In Italy for example, it seems to be the 206 WRC(but also the Corolla WRC) which is massively chosen to run national rallies :

Better to check first for how long it's possible to use WRC on national level. For example I'm surprised if we see a class in Finnish Championship for WRC cars 2008 onwards, meaning young drivers should be careful what kind of car they buy in the near future.

If it is about getting experience I would buy a Corolla or a little older Focus, both supposed to be easy to drive.
