    New Drivers?

I've only just caught up with what's been going on in the WRC this year (haven't had the time due to various reasons). Looking at the driver standings I didn't realise there were 43 driver's. Were there that many last year?
I've also read rumours about changes to the format, the "sweeping rules" is how it was put.

Not sure where you get this figure of 43 drivers from. According to the latest standings, 21 different drivers have scored WRC points so far this year. This compares with 24 different drivers scoring WRC points in the 2007 championship.

The "rumours" (you must've read something very old) proved to be true. The top 15 is no longer reversed on legs 2 and 3 of an event. Cars run in rally classification order. Whoever leads at the end of leg 1 runs first on the road on leg 2, and the leader after leg 2 is first on leg 3.

He gets the 43 from official FIA standings where they've classified even those drivers that didn't score (which according to rules is correct, ninth place is better than tenth so even non-scorers can be ranked even though it's pointless, literally):
