It doesn't have to be an WRC just because it looks like one , esthetical conversions from grA to WRC looks were very often in 1997-2000

Depends whether the event pictured was an International requiring an homologated car.

Tjeerd (and others to whom it may concern), please take notice of the fact that 11 November 1950 is NOT German rally driver Manfred Hero’s true birth date.
Obviously this false info stems from this website which has the annoying habit of giving “11-Nov-50” to EACH driver it doesn’t know the real birth date of.
